Context of Policy
From September 2009, Controlled Assessment replaced coursework for 26 new GCSEs. This was one of the changes in the Government’s reform of education for 14-19 year olds, designed to ensure that specification content meets the aims of the revised secondary curriculum.
Ken Stimpson Community School fully recognises its responsibilities for controlled assessments as part of the GCSE/Diploma specifications, to ensure that the planning and management of the assessments are conducted efficiently and in the best interests of the candidates.
To ensure there are clear guidelines for all relevant staff it is the responsibility of everyone involved in the centre’s exam process to read, understand and implement this policy.
- Enables a more integrated approach to teaching, learning and assessment
- Provides and increased facility to ensure that work is the students own
- Enables teachers to choose the timing of the controlled assessment
- Enables teachers to select from a choice of tasks and contextualised them
- Is viewed as part of the course, rather than a separate activity. It is an integral part of teaching and learning
- Usually takes place in the classroom, within the normal timetable
- Features levels of control designed to maximise reliability and authenticity
Process of Controlled Assessment:
The process has 3 stages:
- Task Setting
- Task Taking
- Task Marking
Tasks are set either by the awarding body (High control) or by the Centre (Medium Control) and in both cases, must be developed according to the requirements of the specification.
Three levels of control apply:
- Low control – students can work unsupervised outside the classroom. This is normally the research stage
- Medium control – students can work under informal supervision. This is normally the analysis stage
- High Control: Students complete their task under direct supervision throughout. This is the write up stage.
Task Marking has either a High or Medium Control level. High control means that the awarding body marks the tasks. Medium control is where work is assessed by the teacher and externally moderated by the awarding body in the same way as coursework. In this case, Ken Stimpson Community School teachers must use the IV policy to standardise marking.
Responsibility of staff in the implementation of the Controlled Assessment Policy
Heads of Faculty/Subject Leaders are responsible for:
- Obtaining the Controlled Assessment task details from the exam boards.
- Proactively map overall requirements for the two or more year course. Resolve any clashes/problems arising over the timing or operation of controlled assessments. Proactively share via the LT link person responsible for Curriculum this information. Also to resolve any issues arising from the need for particular facilities (rooms, IT networks, time out of school etc).
- Planning that the Controlled Assessment shall take place during timetabled class time (e.g. subject specific time) which minimises disruption to other subject areas and gives at least one term's notice of the need for use of scarce resources (ICT, invigilators, etc).
- Ensuring the Examinations and Assessment Officer must be notified when high level controlled assessment is taking place.
- Supply to the examinations office details of all unit codes for Controlled Assessments. Where appropriate, obtain confidential materials/tasks set by the awarding bodies from the relevant exams office in sufficient time to make preparation for assessments.
- Ensuring entries for Controlled Assessment must be made at the appropriate time. Late entries or amendments will be charged against the faculty capitation.
- Liaising with the IT Systems Manager to ensure all ICT access complies with the level of Controlled Assessment task taking process. If necessary, separate user accounts for exam use must be used for high control level work. These must have no access to internet or e-mail and must only be accessible during the controlled sessions.
- Ensure that individual teachers understand their responsibilities with regard to Controlled Assessment.
- Where appropriate, develop new assessment tasks or coordinate new Controlled Assessments tasks to meet awarding seasonal changes body specifications and control requirements.
- Ensure that all staff involved have a Scheme of Learning which supports the Controlled Assessments and other assessment mechanisms.
- Ensure staff should be aware of the re-sit policy for Examinations Controlled Assessments.
Teaching Staff responsibility are responsible for:
- Understanding that Controlled Assessment work may be handwritten in black ink or word processed. Printouts, charts and videos can be included where appropriate.
- Ensure that relevant display materials must be removed or covered up during the course of the Controlled Assessment.
- Be aware of the relevant level of control permitted (high, medium or low) as this will determine the level of permitted supervision e.g. high control means that students are under exam conditions. This includes understanding and complying with the general guidelines contained in the JCQ publication Instructions for conducting Controlled Assessments.
- Follow specific examination board guidance on keeping a log of support and guidance and ensuring students maintain a log.
- Supervise assessments (at the specified level of control). Undertake the tasks required under the regulations, only permitting assistance to students as the specification allows.
- Ensure that students and supervising teachers sign authentication forms on completion of an assessment.
- Mark internally assessed components using the mark schemes provided by the awarding body. Submit marks through the exams office to the awarding body when required, keeping a record of the marks awarded.
- Retaining candidates’ work securely between assessment sessions (if more than one). Post-completion, staff need to retain candidates’ work securely until the closing date for enquiries about results. In the event that an enquiry is submitted, retain candidates work securely until the outcome of the enquiry and any subsequent appeal has been conveyed to the centre.
- Ensuring that assessment materials must be locked in a suitable secure cabinet at the end of each session.
- Attendance records from assessment sessions must be kept by the class teacher.
- Monitoring where the specification permits students to work with others, e.g. during collection of data, any descriptions of the joint work must be in each candidate’s own words.
- Being familiar with the appeals procedures.
- Where work is assessed by the teacher and externally moderated by the exam board, standardisation of marking must take place in the school if more than one teacher is involved in the assessing.
- Reporting initially to their HOF if suspected malpractice occurs. The Examinations and Assessment Officer must be informed.
- Reporting to their HOF if a student’s work is lost within the school, this must be reported to the exam board via the Examinations and Assessment Officer.
- Completing authentication forms and also ensuring that signatures of candidates and themselves is completed.
- Understand and know of access/special consideration arrangements as theses do apply to Controlled Assessment.
- Mark the Controlled Assessment in accordance with the task marking procedures and ensure the marks must be submitted to the HOF and subsequently via the HOF to the exam board by the appropriate date.
- Re-sits of controlled assessment may be allowed in the next exam session (but follow approval from HOF and recent assessment policy changes).
- After the results are published it may be possible to request a re-moderation of the work. This will incur a charge and can only be approved via the HOF. Please see the examination policy for details on the specific of charging and re-imbursement to the department and student (it requested by a Parent/Carer).
The Examinations and Assessment Officer responsibility is to:
- Enter students for individual units, whether assessed by Controlled Assessment, external exam or on-screen test, before the deadline for final entries.
- Enter students' 'cash-in' codes for the terminal exam series.
- Ensure confidential materials are directly received by the exams office, and to be responsible for receipt, safe storage and safe transmission, whether in CD or hard copy format.
- Download and distribute mark sheets for teaching staff to use, and collect and send mark sheets to awarding bodies before deadlines.
- Arrange on the few occasions where Controlled Assessment cannot be conducted in the classroom suitable accommodation where Controlled Assessment can be carried out, at the direction of the Leadership Team.
- Activate charges against faculty capitation for late or inappropriate entries that incur avoidable charges.
- Enable after long absences, special consideration for specific students (in conjunction with the SENCO).
- If a student is absent during the course of the Controlled Assessment, the teacher must notify the HOF and this must be reported to the Examinations and Assessment Officer to that student has chance to make up the time if necessary.
- Act upon any recorded malpractice and report this to the examination board without delay.
- Reporting if a student’s work is lost within the school.
The Special Educational Needs Coordinator responsibility is to:
- Ensure access arrangements have been applied for.
- Liaison with the Examinations and Assessment Officer about appropriate concessions
- Coordination of scribes and examination invigilators where needed.
- Offer guidance on how to enable the learner to best succeed.
The Leadership Team responsibility is to:
- Annually monitor the specifics of this policy with HOF and Governors to take into account
- government changes in assessment and its regulation.
- Accountable for the safe and secure conduct of Controlled Assessment, and ensure that it
- complies with both the JCQ general guidelines and awarding body instructions.

- In the summer term prior to the start of each academic year, begin co-ordinating with Heads of Faculty/Subject to schedule Controlled Assessments.
- Map overall resource management requirements for the year. As part of this resolve:
